Abstract

The study’s main objective is to give decision makers in governments and international organizations some elements about important issues, which have to be taken into consideration, when planning and designing a subsidy program or measures to increase the supply of private housing finance within an enabling housing strategy. In order to do this, the study analyses a demand-side housing subsidy program, which was set up in Ecuador in 1998 aiming at an improvement of the housing conditions of the lower and middle income segments by inducing formal suppliers to attend this potential demand. As the Ecuadorian case shows, housing subsidies can have a significant impact in increasing the supply of houses and of housing finance for the lower and middle income population.
